Prime minister hails King's wisdom, says solution to Palestinian question is in Palestine

AMMAN — Prime Minister Jafar Hassan underlined on Wednesday that the solution to the long-running Middle Eastern conflict lies, first and foremost, in realising the legitimate rights of the Palestinian people on their homeland.

Addressing lawmakers on Wednesday, Hassan said, "The solution to the Palestinian question lies in Palestine which will remain, despite occupation and injustice, the Palestinians' homeland they will not abandon."

The prime minister said that supporting Palestinians' steadfastness and defending their legitimate rights is at the heart of Jordanian efforts.

Hassan hailed His Majesty King Abdullah's wisdom and diplomacy as the first Arab leader to meet with President Trump to discuss regional developments, particularly Gaza and the future of the two-state solution.

The premier said that the King has emphasised to the US administration the importance of adopting an Arab plan for Gaza's reconstruction by its own people, without forced displacement, affirming that Jordan will not act unilaterally on matters concerning Palestine's future and the region.

The Prime Minister stressed that His Majesty clearly stated that Jordan's interests, stability, and the protection of Jordan and Jordanians take precedence over all other considerations, emphasizing the Kingdom's clear and unwavering position on displacement: no resettlement, no displacement, and no solutions at Jordan's expense.
"Jordan is working today with Egypt, Arab countries and the Palestinians to formulate a unified and clear Arab position regarding Gaza's reconstruction ... Jordan's voice is heard and its role is essential and solutions cannot ever be imposed at its expense."

Hassan said that Jordan, since the beginning of the war on Gaza, was the first country to establish field hospitals in the Strip and continues and has offered to receive 2,000 children for medical treatment in the Kingdom, "as treatment has become impossible due to Gaza's destroyed healthcare system."

He also underlined Jordan's decades-long strategic relationship with the US, adding that strengthening and developing this relationship serves both countries' interests.

The Prime Minister affirmed that Jordan's efforts focus on achieving regional security, stability, and peace, fundamentally based on a just solution to the Palestinian question through the establishment of an independent Palestinian state.

Citing statements from His Majesty's Speech from the Throne, the prime minister said, "We are a nation firm in its identity, not risking its future. Jordan's future will not be subject to policies that do not serve its interests or deviate from its principles."

Over 4,800 Syrians return home 'voluntarily' — minister

AMMAN — Minister of Interior Mazen Faraya said that 34,690 Syrians have returned back home since the fall of Bashar Assad's regime, of which over 4,800 were living in camps.

Two days before the ouster of Assad on December 8, Jordan closed the Jaber border crossing with Syria due to heightened security concerns in the northern neighbour.

Since then, the Ministry of Interior has issued travel regulations for selected groups that are permitted to use the Jaber crossing under certain conditions.

Permitted groups include Jordanian investors with registered commercial capital, bank employees working in Syria, and businessmen who are members of the Syrian chambers of industry and commerce.

In addition, Jordanian students enrolled at Syrian universities are allowed to cross, provided they have the necessary academic documents. Official Jordanian delegations, including economic missions, are also permitted.

For Syrians, access is granted to investors and their families holding Jordanian business registrations, as well as Syrians who have obtained Jordanian citizenship.

The move aims to facilitate travel for these groups, boost the economies of both Jordan and Syria, and enhance commercial movement between the two countries. It also aims to support Syria’s stability and encourage the resumption of normal life by easing travel through the Jaber border crossing.

In a report in mid-January, the United Nations High Commissioner for Refugees (UNHCR) has reported a "significant" increase in the number of Syrian refugees returning home from Jordan in 2024.

The total number of returnees reached approximately 17,200, including 5,100 who returned in December alone, the UNHCR said, noting that there were more returnees in December 2024 than in the whole of 2023, which totalled around 4,400.

According to official figures, Jordan is home to around 1.3 million Syrians, including nearly 660,000 refugees registered UNHCR, out of more than 5 million Syrian refugees in Jordan and neighboring countries.

In its latest figures, UNHCR estimates that more than 125,000 Syrians have returned home from host countries since the fall of Assad, noting that the main destinations for returnees include Aleppo, Raqqa and Draa, the birthplace of Syrian uprising in 2011.

AMMAN — His Majesty King Abdullah reiterated during talks with US President Donald Trump at the White House on Tuesday, that he will put Jordan’s interests above all else.

Speaking to journalists before bilateral talks with the US president, His Majesty stressed that achieving stability, peace and prosperity in the region is a collective responsibility. 

The King said Egypt and Arab countries will present a plan on Gaza, noting that it is important to find a solution that takes everyone’s interests into consideration, including peoples in the region and especially the Jordanian people, according to a Royal Court statement. 

In bilateral talks followed by expanded ones attended by HRH Crown Prince Hussein, the two leaders stressed the importance of the ties of friendship between Jordan and the United States, and building on their strategic partnership.

His Majesty reaffirmed Jordan’s firm stance towards the Palestinian cause, and the need to achieve just and comprehensive peace that fulfils all the rights of the Palestinian people on their national soil and guarantees stability for all, on the basis of the two-state solution, the statement said. 

The King reiterated the need to maintain the Gaza ceasefire, step up the humanitarian response, and rebuild Gaza.

In remarks to journalists, His Majesty said around 2,000 children diagnosed with cancer or who are in a very ill state in Gaza will be medically evacuated to Jordan for treatment, as part of Jordan’s efforts to enhance the humanitarian response in Gaza, according to the statement.

The King expressed appreciation for President Trump’s pivotal role in reaching the Gaza ceasefire agreement.

The meeting also covered developments in the West Bank and Jerusalem, with the King stressing the need to take the necessary steps to prevent the deterioration of the situation, the statement said.

His Majesty noted the important role of the United States and President Trump in supporting efforts to achieve just peace and security and stability in the region, expressing keenness to work with the president to achieve that.

For his part, President Trump highlighted the enduring relations between Jordan and the United States, and thanked His Majesty for the Kingdom’s longstanding commitment to achieving peace in the region, the statement said.

Deputy Prime Minister and Foreign Minister Ayman Safadi, Director of the Office of His Majesty Alaa Batayneh, and Jordan’s Ambassador to the US Dina Kawar attended the meeting, along with US Secretary of State Marco Rubio.

AMMAN — His Majesty King Abdullah, following his meeting with US President Donald Trump, underlined the longstanding partnership between Jordan and the US. 

In a post on X platform, His Majesty said that his meeting with Trump at the White House on Tuesday was "constructive," expressing gratitude for the "President’s warm welcome."

"We discussed Jordan’s longstanding partnership with the United States. It continues to be a partnership for stability, peace, and mutual security," the King said. 

The King also said on X platform, "I stressed that my foremost commitment is to Jordan, to its stability and to the well-being of Jordanians."

On the issue of displacement of Palestinians, His Majesty said, "I reiterated Jordan’s steadfast position against the displacement of Palestinians in Gaza and the West Bank. This is the unified Arab position. Rebuilding Gaza without displacing the Palestinians and addressing the dire humanitarian situation should be the priority for all."

"Achieving just peace on the basis of the two-state solution is the way to ensure regional stability. This requires US leadership. President Trump is a man of peace. He was instrumental in securing the Gaza ceasefire. We look to US and all stakeholders in ensuring it holds," the King said. 

Save the Children Jordan calls for enhanced awareness, prevention on Safer Internet Day

AMMAN — On the occasion of Safer Internet Day, Save the Children Jordan called for enhanced awareness and prevention programmes to create a safer digital environment for children and adolescents.

In a statement to The Jordan Times, the organisation emphasised that "protecting children online is a shared responsibility requiring coordinated efforts across all sectors."

It also stressed the importance of continuously updating legislation to address evolving digital threats.

The organisation also said that while national laws provide a foundation for child protection,  it warned that legal measures must be regularly updated to address emerging risks.

The Child Rights Law includes provisions to safeguard children from cybercrimes, and the Cybercrime Law imposes stricter penalties, including hard labour and fines of up to 45,000 JOD, for online abuse and exploitation.

The organization also called for "the establishment of a survivors' compensation fund to support children and adolescents affected by cybercrime."

The fund would provide essential psychological and social support services for victims. Save the Children Jordan also urged policymakers to strengthen digital data protection, improve the handling of digital evidence, and officially recognise cyberbullying and online abuse as distinct crimes.

A study published by Save the Children Jordan in November 2024 highlighted growing concerns about children's online safety.

The findings revealed that 15.8 per cent of children aged 10 to 17 had experienced online violence, with cyberbullying, hacking, extortion, and harassment being the most common threats.

The study also found that 75 per cent of parents were unaware that their children had been subjected to online abuse, and only 9 per cent reported using parental control applications.

Save the Children Jordan also proposed several measures to improve online safety, including digital literacy programmes for children, adolescents, and families; integrating digital safety education into school curricula; and launching nationwide media campaigns to raise awareness.

The organisation also recommended providing clearer guidance for adolescents on protecting personal data, recognising online threats, and using parental controls, filtering systems, secure search engines and antivirus software.

Save the Children Jordan also called for training sessions to equip parents and caregivers with the skills necessary to ensure their children's online safety.

It also suggested that the Ministry of Education, Ministry of Culture, and media outlets take a more active role in promoting digital safety initiatives.

Arab League reiterates Jordan, Egypt's rejection of Gaza displacement plans

AMMAN — Assistant Secretary-General of the Arab League Hossam Zaki on Tuesday reiterated the resolute stance of Jordan and Egypt in opposing any plans to forcibly displace Palestinians from Gaza.

In a press statement, Zaki emphasised the unified position of the Arab world in rejecting such displacement, calling for full Arab cooperation to resist these efforts.

Zaki also addressed proposals for Gaza’s reconstruction, stressing the importance of utilising Palestinian labour and ensuring the Palestinian Authority oversees these efforts, the Jordan News Agency, Petra. 

He also stressed that Gaza's future must remain in Palestinian hands, emphasising that any solution must preserve its identity and sovereignty.

Cabinet holds session in Mafraq, approves infrastructure, services, development projects

AMMAN — Prime Minister Jafar Hassan visited key sites in Mafraq on Tuesday ahead of a Cabinet meeting in the governorate.

The tour included stops at the King Hussein Bin Talal Development Area, the newly inaugurated Greater Mafraq Municipality building, and the opening of a conference and activity hall at Al Bayt University’s Centre for Sustainable Development and Women Empowerment.

At the King Hussein bin Talal Development Area, Hassan toured successful factories that have become models of industrial growth, creating hundreds of job opportunities for Jordanians, according to a Prime Ministry statement. 

He also reiterated the government's commitment to supporting these investments and announced plans to further expand them and attract more investment to the area.

As part of efforts to enhance industrial development, the prime minister directed the provision of 10 megawatts of solar energy to power the factories within the development zone to encourage expansion, attract additional investment and generate more employment opportunities.

Hassan also visited the Jordanian-Bahraini Paper Industries Company, established in 2007 with an investment of JD19 million on an 18-hectare site, which employs around 150 people and produces nearly 2,000 tonnes of paper monthly.

The premier also visited the Italian Star Company for Aluminum Extrusion and Coating, which was founded in 2018 with an investment of JD 5.8 million on a 12.5-dunum site.

The company, providing over 50 job opportunities, produces between 200 and 250 tonnes of aluminium per month. Hassan was briefed on the company’s modern manufacturing techniques and its contribution to local industry.

The prime minister also inaugurated the newly renovated Greater Mafraq Municipality building, which has been modernised to house a comprehensive government services centre.

Located on land donated by the municipality, the three-storey facility will include parking for 800 vehicles to ease congestion in the business district, as well as a public park for residents. It will be powered by a 300-kilowatt solar energy system.

At Al Bayt University, Hassan, along with the minister of education and higher education, inaugurated the conference and activity hall at the Centre for Sustainable Development and Women Empowerment. The centre, aimed at training women from both the university and local communities, focuses on promoting women's entrepreneurship in the green economy and sustainability sectors.

The new building spans over 4,000 square metres and houses an Innovation and Entrepreneurship Excellence Centre, multiple training rooms, a modern conference hall, advanced technology labs, and a 900-square-metre internal garden.

The centre will also be accredited by the Ministry of Labour as one of nine specialised training hubs for women with small businesses.

Minister of Government Communication and Government Spokesperson Mohammad Momani announced the decisions made by the Cabinet during its session.

The government approved JD500,000 for the construction of a public park on 200 dunams of land at Al al-Bayt University and authorised amendments to groundwater monitoring regulations to address unlicensed wells used for agriculture in Mafraq and across the country.

The Cabinet also granted mining rights for volcanic tuff and gypsum in Al Mafraq and Zarqa.

In healthcare, the government decided to begin maintenance work on Northern Badia Hospital and issue a tender for a new emergency department at Mafraq Governmental Hospital

To support economic development, a gas supply project for the King Hussein Bin Talal Development Area, set to be completed by 2027, aims to reduce production costs, enhance competitiveness, and attract more investment.

The Cabinet also approved the provision of 10 megawatts of solar energy to power factories in the development zone.

On political and public sector reforms, the government amended the Human Resources Management and Civil Service Bylaw to encourage public sector employees to participate in political life and run for elections, granting annual salary increases to those who resign to run for municipal and governorate council elections.

The classification of the Director-General of the prime minister's office was downgraded from ministerial rank to secretary-general rank.

In line with the Economic Modernisation Vision, the Cabinet also approved unifying fees for Jordanian and Syrian trucks to facilitate trade between the two countries, following agreements to streamline goods movement and freight transportation through the Jaber border crossing.

Previously, Syrian authorities had abolished all fees and stamps imposed at the Jaber-Nasib crossing.

Both countries had earlier engaged in discussions to increase trade volume, address challenges faced by the private sector and reduce transit truck fees.

The cabinet also approved the national rangeland strategy for 2025–2030 and granted licensed public transport operators a 25 per cent exemption on outstanding dues if paid by the end of the year to support the sector, which has been impacted by economic challenges like the COVID-19 pandemic and rising fuel prices.

The Council of Ministers also endorsed the settlement of 772 tax cases for companies and taxpayers based on recommendations from the tax settlement committee.

Momani stressed that holding monthly Cabinet sessions in different governorates reinforces fieldwork as a core government approach and allows developmental plans to be presented directly to elected bodies.

The cabinet also announced that a comprehensive government services centre will be established on land donated by the municipality.

Cassation Court upholds 8-year sentence for man convicted of attempted murder

AMMAN — The Court of Cassation has upheld a February 2024 Criminal Court ruling, sentencing a man to eight years in prison after convicting him of attempting to murder a man in Zarqa in November 2023.

The Criminal Court declared the defendant guilty of attempting to murder a 24-year-old man on Nov. 1 over old feuds. 

The defendant was handed the maximum sentence of 12 years in prison.

However, the court decided to reduce the sentence to eight years because the victim dropped charges against the defendant.

Court papers said the defendant and the victim had old feuds.

The court did not disclose the nature of the feuds.

On the day of the incident, the court maintained, the victim was standing next to a barber shop in downtown Zarqa when he was spotted by the defendant who was in his vehicle.

"The defendant descended from his vehicle, drew a sharp object and stabbed the victim once in the chest following a short argument then fled,” court documents said.

The victim was rushed to a nearby hospital and survived the stabbing incident after undergoing a few surgeries, court papers added.

The defendant did not appeal his verdict at a higher court.

The Criminal Court’s attorney general asked the higher court to uphold the eight-year sentence ruling.

The higher court ruled that the Criminal Court proceedings were accurate and that the defendant was given the appropriate punishment.

The Cassation Court bench comprised judges Mahmoud Ebtoush, Nayef Samarat, Hammad Ghzawi, Qassem Dughmi and Mohammad Khashashneh.

Byzantine-Era church at Gharandal yields significant pottery finds

AMMAN — Gharandal was a significant site during the Byzantine and early Islam period and pottery was assembled from the site during the 1997 and 1998 seasons.

The site is located 15 km southeast from Tafileh and in both seasons the pottery was collected with the aid of sieving and all was retained.

These procedures have enabled tiny eggshell thin sherds to be retrieved that otherwise would not have been noted.

The pottery catalogue is based on the identification of individual ware and form types, said Antony Grey from the Museum of London, and each ware type is quantified by undertaking a sherd count for each context, using catalogue and layer pro formas designed by the project finds officer Rachael Sparks, who also entered the hand-written data into the project databases.

"The project conservator Noel Siver undertook the restoration of vessels from joining pieces and cleaned some sherds. Judith Sellers, project illustrator, produced line drawings of the catalogued items. To date 48 ware types have been tentatively proposed, subject to confirmation by a further study including petrological analysis," Grey explained, adding that a complete ceramic sequence from within the church has been compiled, and subsequent excavation should enable a sequence to be built up for the area south of and adjacent to the church.

 The church sequence commences from deposits directly on the floor of the church, laid down following the church's termination as a place of worship and its subsequent incorporation into secular village structures, Grey said, adding that dating of the end of the building's use as a church appears to be late-eighth to early-ninth century, based on the ceramic evidence.

"Residual earlier material from the Iron Age, Nabataean and Roman periods is present in some layers. The sequence terminates with the cessation of occupation in the Middle Islamic village overlying the church, an event tentatively dated to before the seventeenth century due to an absence of Ottoman smokers' pipes," Grey elaborated, stressing that the most significant ceramic group was obtained from a baulk in the church, where the yellow chippy layer of fill directly overlying the church floor was well preserved.

The ceramics from this layer appear to form a closed group with no appreciable earlier residual or later intrusive material. Sixteen items were catalogued from this group.

Pottery originated from both Byzantine and early Islamic period bowls, jars with Diagnostic among wavy combing, an omphalos base of the eighth-century type noted at Pella, a red-painted jar and a tall, plain-necked jar.

"The pottery, while occasionally fired to metallic hardness, is generally on the soft side, while both -oxidised and reduced exterior surfaces are represented in the corpus. Further technical study of the ceramic groupings from Gharandal would be worthwhile, as demonstrated by the petrographic analysis of coarse wares[cooking vessels, lids, jugs, amphorae and storage jars] from fifth- to eighth-century contexts at Dayr'Ain 'Abata", where a Greek archaeologist Konstantinos Politis has worked for decades,

The study of the Dayr 'Ain 'Abata pottery has defined ten petrographic groupings, correlating well with the ceramic typology and proving petrographically consistent with the local geology, Grey underlined, noting that imported 'exotics' were also successfully isolated and a similar scenario may be developed for Gharandal' Byzantine and early to middle Islamic-period pottery.
