To eradicate a bad habit

It seems that all efforts to decrease the number of those smoking or to prevent newcomers to the habit have not materialised yet.
Jordan is one of the worst countries concerning this habit that, I suggest, should be treated like a disease.
I suggest that every hospital, governmental or private, should have by law a clinic to treat or prevent this habit.
This could be funded by contributions or by a percentage of the hospital’s profits, and should be tax deductible.
