126 new Syrian refugees enter Jordan in past two days

AMMAN — Border Guards received 126 Syrian refugees during the past 48 hours and transferred them to shelters and camps set up for this purpose, an army source said Tuesday.

Royal Medical Services cadres provided essential healthcare services and medications for the sick and injured.

Police to increase security measures ahead of Eid Al Adha

AMMAN — The Public Security Department (PSD) has prepared a comprehensive security plan to be implemented during the Eid Al Adha holiday, focusing on security, traffic and environmental aspects to ensure the safety of the Kingdom’s citizens and residents.

According to the plan, the PSD will enhance the presence of its personnel in residential areas, marketplaces and recreational areas.

The PSD also called on citizens and residents to take necessary procedures to secure their houses and shops using proper equipment, and to keep precious belongings in safe places.

The department will also deploy traffic patrols within areas of traffic congestion, and remain watchful over the sale of firecrackers and fireworks.

Awqaf minister oversees final preparation for Hajj

AMMAN — Awqaf Minister Hayel Dawood has checked areas that Jordanian pilgrims are staying at in Mount Arafat.

Dawood was briefed on the final preparations for four camps designated for Jordanian and 1948 Palestinian pilgrims, to make sure that are spacious and supplied with air conditioners and bathrooms, the Jordan News Agency, Petra, reported. Hajj, or pilgrimage to Mecca, is one of the five pillars of Islam and the religious high point of a Muslim’s life, and is performed during a five-day period from the ninth through the 13th of Dhu Al Hijjah, the 12th month of the Muslim lunar calendar.

CDD to train Palestinian peers on provision of relief services

AMMAN — Civil Defence Department (CDD) General Director Lt. Gen. Talal Kofahi and Samuel J. Juett, the official in charge of a US training programme for Palestinian civil defence personnel, signed a joint cooperation agreement under which the Jordanian side will help enhance the abilities of the Palestinian CDD.

The deal is aimed at developing the Palestinian civil defence’s capacity to provide humanitarian services through enlisting its personnel in specialised training courses at different fields. Kofahi expressed the Jordanian CDD’s readiness to continue holding training programmes for Palestinian peers.

Juett praised the training plans and field efforts the Jordanian CDD implements to achieve its envisioned goals.

Europe’s refugee dilemma brings Jordan into spotlight

AMMAN — Representatives of donor countries and international aid agencies visiting Jordan must “closely” examine the impact of Syrian refugees on the already fragile host communities, analysts and officials said.

Over the past few days, the Kingdom received UN Undersecretary General for Humanitarian Affairs and Emergency Relief Coordinator Stephen O’Brien, European Council President Donald Tusk and German Economy Minister Sigmar Gabriel.

The visits aimed to have a first-hand look at the conditions of Syrian refugees in the Kingdom, mainly in refugee camps, and the need for increasing international support to Jordan as a safe host country for refugees, in a bid to minimise illegal crossings of migrants into Europe.

Since the beginning of the Syrian crisis five years ago Jordan has been repeatedly calling on the international community to extend adequate support for refugee host countries, highlighting the social and economic impact of the burden, said Jawad Anani, an economist, former Royal Court chief and a several-time minister.

“It was not until the crisis started reaching Europe that they realised what we were saying,” he told The Jordan Times Tuesday over the phone, citing a change in donors’ priorities in order to “keep refugees happy in their host countries”.

The unprecedented wave of refugees to Europe has brought to the forefront the need to help Jordan, which hosts over 1.4 million Syrians, Minister of Planning and International Cooperation Imad Fakhoury told The Jordan Times Monday following the signing of $429.7 million in grants with the US. 

“What is happening in Europe right now, Jordan has warned of since the start of the refugee crisis some four years ago,” the minister added, calling on donor countries to offer more economic assistance to host countries to enable them cope with the large numbers of refugees. 

“Assist a country like Jordan to reduce the spillovers from the region to your regions,” Fakhoury said, referring to European countries now struggling to deal with a new wave of immigration.

US Ambassador to Jordan Alice G. Wells also commented on the question by The Jordan Times whether the recent influx of refugees to Europe made them aware of the burdens Jordan has been shouldering for nearly four years.  

It is critical to support Jordan and neighbouring countries, she said, adding the international community should be doing more. 

In a recent meeting with dignitaries and community leaders from Irbid Governorate, His Majesty King Abdullah highlighted the need for further international support to the Kingdom in addressing the refugee issue. 

Although Jordan is hosting a big number of refugees on behalf of the international community, around 1.4 million Syrian refugees constituting around 20 per cent of the country’s population, international contributions remain humble. 

Last year’s international assistance covered only 24 per cent of the Kingdom’s needs to deal with the refugees, a figure that increased this year to address 35 per cent of the needs.

Jordan can test the seriousness of the international community’s commitment through clear governmental programmes designed mainly to address shortcomings in the infrastructure system in cities and villages, where donors can directly spend their money, said Khaled Wazani, a prominent economist.

He noted that donors allocate their assistance to Jordan only based on the figures and conditions of refugees in refugee camps, noting that the majority of Syrian refugees live in host communities that already face major developmental challenges that have compromised the quality of education, health and infrastructure.

“Jordanian host communities will be more willing to understand the refugees’ crisis and develop highly positive attitudes towards refugees if they witness on the ground development projects that are likely to elevate their living conditions too,” he told The Jordan Times.

He noted that European taxpayers will be willing to pay more to assist their governments in supporting refugees in host communities, some of whom may not be welcoming of a population with a different background in their communities, while others take it as philanthropy.

Commenting on the issue, Al Rai daily’s analyst and columnist Issam Qadamani highlighted the role of Western media outlets in magnifying humanitarian acts toward immigrants reaching Europe.

Meanwhile, international media outlets in Jordan mostly cover what they perceive as hard conditions in refugee camps, although the majority of refugees (up to 85 per cent) live in host communities that do not receive adequate support.

The number of Syrian immigrants arriving in Europe recently cannot be compared to the number of Syrian refugees that have arrived in Jordan since the beginning of the crisis five years ago, he said.

 

“The visits of representatives of international aid agencies are usually limited to refugee camps, where they merely express sympathy,” he said, calling on them to adopt a more realistic view on the situation in host communities.

Minister discusses commercial cooperation with Palestinian counterpart

AMMAN — Industry, Trade and Supply Minister Maha Ali on Tuesday met with Palestinian Minister of the National Economy Abeer Odeh over economic cooperation, particularly in the trade field.

The two ministers stressed the importance of removing hindrances affecting trade movements as the value of two-way trade did not exceed JD100 million annually, while it stood at JD53 million during the first half of 2015.

The two officials suggested the establishment of a logistic zone on the border between the two countries to facilitate trade exchange and create joint investments to benefit both sides, in line with the outcomes of the Joint Jordanian-Palestinian Higher Committee meetings.

Jordan, US sign 4 grant deals worth $429.7 million

AMMAN – Jordan and the US on Monday signed four grant agreements worth $429.7 million under the Economic Support Fund (ESF) for 2015. 

The agreements were signed by Minister of Planning and International Cooperation Imad Fakhoury and newly appointed USAID Mission Director to Jordan Jim Barnhart in the presence of US Ambassador to the Kingdom Alice G. Wells. 

On the details of the grants, Fakhoury said $231.4 million will be in direct assistance to the state budget, adding that the amount is expected to be transferred to the Treasury before the end of this year. 

Another grant worth $133.4 million will be allocated for social sector quality, the minister said, noting that a grant of $35.7 million is allocated for strengthening democratic accountability and another of $29.2 million for inclusive economic development. 

 Fakhoury described the US as a key strategic partner of Jordan, adding USAID remains Jordan's number one donor in various development fields that include water, environment, education, energy and youth among other sectors. 

He stressed that the grants come in appreciation of the reform process led by His Majesty King Abdullah.

Total US financial assistance to Jordan in 2015, the minister said, stands at $615.3 million, as an amount of $185.6 million has already been obligated for the $1.5 billion US-guaranteed euro bonds Jordan issued in international markets. 

He indicated that earlier this year, the two countries signed an agreement to provide Jordan with 100,000 tonnes of wheat worth $25 million. 

Monetisation of the wheat aid will be utilised to finance a number of projects in the sectors of water and agriculture, he added. 

With military assistance, US economic support to Jordan for this year is around $1 billion, the official said, adding that Jordan still counts on the US for future support to enable the country achieve its development objectives.

Wells said the support reflects the US commitment to the development of Jordan and to improve the livelihoods of Jordanians.  

US support has benefited people in all parts of the Kingdom from Ramtha to Aqaba in all fields, she emphasised. 

 

The ambassador described the Kingdom as the voice of moderation and modernisation in the region. 

Ministry agrees to deduct syndicate fees from teachers’ salaries

AMMAN – The Ministry of Education will start distributing forms for government teachers who are members of the Jordan Teachers Association (JTA) to authorise the ministry to deduct the syndicate’s annual fees from their salaries, a JTA official said on Monday. 

JTA Spokesperson Ayman Okour said the decision was made following a meeting on Sunday of a joint committee that comprises members of both the JTA and the ministry. 

A total of 90,000 teachers and employees work in the public educational system, according to Okour, who added that the JTA has a total of 130,000 member teachers representing both the private and public sectors. 

The unionist described the association's membership fees as "vital" because it is the JTA's only source of income.

The fee to be deducted is JD1 each month, which the official has previously described as “nominal”. 

The demand was made more than a year ago, but remained unanswered by the ministry before it finally agreed to make the move this week, which means that the payments will be ensured instead of waiting for members to report to the syndicate and pay the money, the unionist explained.

However, The syndicate has its concerns. 

"We are concerned that the ministry might not distribute the form to all teachers or will not oblige them to send it back," Okour said. 

 

He noted that JTA membership is obligatory.

Hungary cautions would-be immigrants in region against dangers of journey, penalty

AMMAN — The government of Hungary on Monday published a full-page announcement in local newspapers warning potential migrants against illegally crossing its borders. 

The announcement seeks to “credibly” inform potential migrants of the danger and deceit practised by trafficking rings, and to warn those contemplating illegal travel to Europe of the legal consequences, Hungarian Ambassador to Jordan Csaba Czibere said.

“Hungarians are hospitable, but the strongest possible action is taken against those who attempt to enter Hungary illegally. The illegal crossing of the country’s border is a crime punishable by imprisonment,” the announcement said.

“Do not listen to the smugglers. Hungary will not allow illegal immigrants to cross its territory,” it added.

The current migration to Europe is not a spontaneous process. It is organised by criminal groups that abuse the needs of refugees, and the result is an “alarmingly high” number of deaths among immigrants along the trip, Czibere said.

The announcement was also published in Lebanese and Turkish newspapers and encouraged refugees to stay in safe-host countries. The EU council is looking into means of enhancing assistance to these countries, according to Czibere.  

In a recent interview with The Jordan Times, the ambassador cited the entry of over 200,000 illegal immigrants into Hungary over the first nine-and-a-half months of this year, 172,000 of whom requested a refugee status.

In this group of immigrants, Hungary identified over 8,000 unaccompanied underage children who were travelling with no parents and no relatives, he said. They were enrolled into child protection services, he added.

“Migrants can enter Hungary through legal crossing points and have to undergo the registration process,” he said, 

In the past couple of years Hungary received thousands of refugees from this region, hundreds of whom have been givenn citizenship, he said.

 

The government of Hungary does not have figures on the number of refugees arriving into Europe from Jordan.
