Press association, CDFJ criticise detention of journalists

AMMAN — The Jordan Press Association (JPA) council has expressed its rejection of the detention of Dhaigham Khreisat, publisher of Al Hayat newspaper and website, Diyaa Khreisat, its chief editor, and Ramez Abu Yousef, its managing editor, the Jordan News Agency, Petra, reported on Monday. The JPA council demanded releasing them in accordance with the Press and Publications Law that does not allow detention for a publication case.

The publisher, chief editor and managing editor were detained by Amman’s prosecutor general after the director of the Legislation and Opinion Bureau, Nufan Ajarmeh, filed a complaint against them. The Centre for Defending the Freedom of Journalists also criticised the detention in a statement released Monday. Lawyers from its legal assistance unit for media professionals, “Milad”, will defend the three journalists in court.

Prince Feisal attends graduation of workshop on public sector finance

Princess Majda elected as chairperson of Al Hussein society

AMMAN — Al Hussein Society for the Habilitation and Rehabilitation of the Physically Challenged on Monday held an extraordinary meeting for the general assembly to re-elect the members of the board of directors for the new session, under directives from the Social Development Ministry.

Vatican ambassador presents credentials

Smuggling attempt foiled at airport

AMMAN — The Anti-Narcotics Department (AND) has foiled an attempt to smuggle drugs into the Kingdom via Queen Alia International Airport (QAIA), and seized 1 million narcotic pills from a farm in Azraq, the Public Security Department’s (PSD) media centre said Monday.

AND personnel received a tip that some people were planning to smuggle drugs via the airport. Investigators identified the suspects, as well as the timing and method planned for the smuggling attempt, the PSD statement said.

AND detectives, in cooperation with the QAIA anti-narcotics division, identified one suspect, an Arab national, and detained him upon his arrival. A search of his luggage yielded half a kilogramme of methamphetamine.

The investigation also led to two accomplices, one of whom is a Jordanian who was detained while the other, an Arab national, is still at large, the PSD noted.

In another incident, AND personnel raided a farm in Azraq, some 100km east of Amman, which was used for storing drugs, the PSD said, adding that security personnel apprehended a person who was at the farm and searched the property.

 

They found some 1 million narcotic pills and referred the suspect to the State Security Court prosecutor general, the statement added.

E-health programme to be implemented nationwide

AMMAN — The government on Monday signed a five-year framework agreement with the Electronic Health Solutions Company (EHS) to regulate the implementation of the e-health programme “Hakeem” at the national level. 

The agreement — signed by Planning and International Cooperation Minister Imad Fakhoury and EHS Chairman Rami Farraj — aims at coordinating cooperation between EHS — the implementing party of Hakeem programme — and the concerned health authorities in Jordan, improving healthcare services and controlling expenditures in the health sector, according to officials.

The vision behind the Hakeem programme is to create a database of patients’ medical histories across the Kingdom, including all the tests, procedures and surgeries they undergo, in addition to the diseases they suffer from, their allergies, the medications they take and other health information. 

Currently, there are 10 public hospitals connected to the programme, with the figure expected to reach 17 by the end of this year. In addition, there are 33 health centres connected to the system.

Prime Minister Abdullah Ensour, who attended the signing ceremony at Prince Hamzah Hospital, described the project as one of the most important programmes implemented in the Kingdom as it is concerned with citizens’ health.

Underscoring that the health sector is considered one of the Kingdom’s major achievements, he said Jordanians deserve to receive the best medical care. 

The health sector in the country, he added, is a source of pride and one of the most important resources for Jordan as thousands of patients come to the Kingdom annually for treatment.

One of the benefits of implementing the Hakeem programme, the premier noted, is that medical files of patients will be available electronically wherever they are and whenever they need them.

So far, the system’s database has the files of 1.4 million patients, according to Farraj.

He noted that next year, the plan includes automating the systems at Al Bashir Hospital and King Hussein Medical Centre.

The project, which was first implemented at Prince Hamzah Hospital, is expected to be complete by the end of 2020, Farraj said, noting that private hospitals are welcome to join the system.

Meanwhile, Fakhoury stressed the importance of implementing the programme nationwide, noting that it will help provide information on health insurance for Jordanians and identify those with coverage.

“This is very important to us as it is part of our 2025 Vision,” Fakhoury told reporters after signing the agreement.

Health Minister Ali Hiasat noted that the system will also assist scientific research conducted on the prevalence of diseases, and will help reduce medical bills as all information will be automated, even X-rays.

In order to encourage private hospitals to join the system, Hiasat noted that a draft by-law will be issued soon obliging all hospitals in Jordan to obtain national accreditation. 

Joining the system will be a requirement to obtain the accreditation, according to the health minister.

There are 31 public hospitals across the Kingdom according to the Health Ministry’s website, and more than 700 health centres.

 

The Hakeem programme is operated by E-Health Solutions, a nonprofit company that has as stakeholders the health and ICT ministries, the Royal Medical Services, the King Hussein Cancer Centre, the Private Hospitals Association and the Royal Health Awareness Society.

Impact of depression expected to continue until Tuesday night

AMMAN — Unstable weather conditions that affected the Kingdom on Monday will be replaced by a depression centred over the south of Cyprus on Monday night, according to the Jordan Meteorological Department (JMD).

The southern and eastern regions witnessed “good” amounts of rainfall in the early hours of Monday morning, Raed Rafed, head of the JMD’s forecasting division, told The Jordan Times.

“The Jafer area [in Maan Governorate] received 10 millimetres [mm] of rain within half an hour in the morning; while 6.3mm was registered between 8am and 12pm in Ruweished, 3mm in Mreighah and Aqaba and less than 0.5mm in Bakurah,” Rafed said.

Some areas in the northern governorates of Irbid and Jerash also witnessed heavy rainfall on Monday afternoon, he added, explaining that it is difficult to pinpoint which areas will receive rain during unstable weather conditions.

Arabiaweather.com said “heavy thunderstorms” in the south on Monday resulted in the formation of floods in Jafer and Disi. 

The impact of the depression is expected to continue on Tuesday and last until the night, according to a JMD statement sent to The Jordan Times.

“The weather is forecast to be relatively cold on Tuesday with heavy rain in several areas of the country that could be accompanied by lightning and thunder,” Rafed said, warning of the possibility of flood formation in valleys and low-lying areas. 

Temperatures in the capital will reach a high of 17°C during the day, dropping to a low of 10°C at night, while winds will be northwesterly moderate to brisk raising dust in areas that witness no rainfall, the JMD statement said.

“There is still a chance of light showers in the northern and central regions in the early hours of Wednesday morning,” Rafed noted.

Mercury levels in Amman on Wednesday are expected to range between a maximum of 17°C and a minimum of 9°C, with some low-altitude clouds, according to the JMD statement.

The Civil Defence Department (CDD) issued a statement calling on the public to follow safety measures during the unstable weather, which include keeping away from valleys and low-lying areas to avoid drowning, and preventing children from leaving home in such conditions.

Houses and shops that are prone to flooding are advised to install water pumping devices, the CDD said.

The department also urged motorists to exercise caution when driving on highways, especially the desert highway, due to the possibility of low visibility caused by “heavy dust” formation.

Minister of State for Media Affairs and Communications and acting Minister of Education Mohammad Momani on Monday authorised education directors to take the decision on whether to suspend classes on Tuesday, the Jordan News Agency, Petra, reported.  

 

Education Ministry Spokesperson Walid Jallad said the authorisation was renewed to ensure the safety of students and teachers under inclement weather conditions, provided that the decision is taken in coordination with the ministry’s operations room and the administrative governor, Petra added.

Business leaders call for enhancing women’s economic participation

AMMAN — The average rate of women’s participation in the economy amounts to only 14 per cent, with increases registered in the badia, governorates and rural areas, according to Labour Minister Nidal Katamine.

He made the remarks at a ceremony to launch the “Gender Diversity Competition” organised recently in Amman by the Young Entrepreneurs Association (YEA) in partnership with the Economic Integration of Women in the MENA Region Programme (EconoWin) and the German Development Cooperation (GIZ) to promote women’s involvement in economy.

The minister said almost 22 per cent of women in Karak participate in the economy, the highest ratio across the Kingdom, while the lowest is in Zarqa (7 per cent) although more than 50 per cent of university students are women.

Women are best represented in the health and education sectors, he added. 

The number of job opportunities for women is only about one quarter of the number of jobs for men in Jordan because the working hours and environment suit men better, according to Katamine.

Noting that the ministry has made efforts to increase opportunities for women, he cited Article 72 of the Labour Law, which now states that both private and public sector workplaces should have crèches.

“The ministry’s statistics show that we need to double all the efforts, such as promoting self-employment, [which initially] amounted to 13 per cent and is now 68 per cent,” Katamine said at the ceremony, held earlier this month.

“Jordan has always been an advanced and developed country, even during the era of the five empires and Transjordan… but when it comes to women in the economy — it gets worse,” he added.

Lina Hindeleh, YEA chairperson, said there is a direct correlation between the success of a company and the presence of women in senior positions.

“A board that includes women comes up with more creative ideas than an all-men board,” she said.

For her part, GIZ Country Director Michaela Baur emphasised the importance of sharing household duties between men and women. 

“One thing is clear; gender diversity can remarkably contribute to the development of the economy and society, but it doesn’t come automatically — effort is needed,” she said.

“Every single success in women’s participation was due to the fact that women more and more insisted on their right to make their own decisions. Luckily, there were always men who supported the idea of women’s empowerment as well,” Baur added.

Participants at the meeting stressed the need to include more examples of leading women in the school curriculum to change mindsets towards women in business, calling for promoting women’s participation outside “typical” sectors such as health and education. Reem Badran, Amman Chamber of Commerce board member and chairperson of the board of directors at the National Microfinance Bank, said the public is “not doing enough to promote gender diversity”. 

However, she saw cause for optimism in the fact that Jordan, as a relatively small country, was nimble enough to change the status quo.

“Jordan is a small country, which is a positive, because there can be a quick way to improve the situation and to provide more women with jobs,” Badran added.

The competition invites private sector companies to apply with an idea for a corporate gender diversity project. 

A committee of experts will select eight winners that will be technically and financially supported. Professionally trained local consultants will be at their side throughout the implementation of their gender diversity project, according to the YEA website.

The deadline to apply is November 30.

Health Ministry calls for awareness to prevent cholera

AMMAN — The Health Ministry on Monday urged the public to take measures to protect themselves from cholera infections, after neighbouring countries registered cases.

Ministry Spokesperson Hatem Azrui said authorities have been implementing preventive measures for years to keep the country free of the disease, noting that the last cholera infection in Jordan was in 1982, the Jordan News Agency, Petra, reported.

The ministry’s health awareness department is running an awareness campaign, distributing leaflets that offer information on the disease, ways of infection, prevention and treatment, Azrui said, expressing hope that media outlets would participate in the campaign, according to Petra.

Applications for university scholarships to start next Sunday

AMMAN — The Higher Education Ministry will begin receiving applications from those who wish to benefit from student loans and scholarships at public universities starting on Sunday and until December 10, the Jordan News Agency, Petra, reported Monday.

The ministry urged those interested to log onto www.dsamohe.gov.jo and fill in the online form.
