Health Ministry completes 70% of strategic plans, projects in 2024 —Minister

AMMAN — Minister of Health Firas Hawari on Thursday said that the completion rate under the ministry's strategic plan and Economic Modernisation Vision stood at about 70 per cent in 2024.

Hawari made the remarks during a meeting with the Senate's Health, Environment and Population Committee, headed by Senator Yassin Husban, to discuss key challenges facing the Kingdom's health sector, the Jordan News Agency, Petra, reported. 

The minister also referred to the health financing reform plan and comprehensive health coverage, noting that the first phase will be "implemented soon."

He added that the ministry also received the King Abdullah II Award for Excellence in Government Performance and Transparency in its 9th edition for 2024.

Hawari said that the World Health Organisation had decided to declare Jordan a country free of leprosy, adding that the Kingdom joined the Global Platform for Access to Childhood Cancer Medicines (Global Platform) in 2024.

During the same year, the Prince Hussein bin Abdullah II Hospital was expanded, while 17 health centres were opened and 53 others were maintained across the Kingdom.

He added that the expansion project of the Maan Public Hospital had started, referring to the launch of the Jordanian Health Forum, Service Recipient's Voice Unit, National Strategy to Combat Tobacco and Smoking in All Its Forms 2024-2030 and the related National Action Plan and National Cancer Registry reports for the years 2020, 2021 and 2022.

Husban said that there are still "big numbers" of Jordanians who are not covered by health insurance, referring to citizens' increasing expenditure on health to reach 29 per cent.

AMMAN — The Telecommunications Regulatory Commission (TRC) on Thursday said that e-commerce parcels arriving in the Kingdom for 2023 increased to 1.7 million packages compared to 2022, increasing by 70 per cent.

In the TRC's report: "Indicators of E-commerce Parcels and Services Related to the Postal Sector (Delivery Services)" for 2023, published on its website, the commission said that e-commerce is witnessing "remarkable" growth locally and globally, as it has become one of the main drivers of economic growth.

The TRC said that e-commerce contributes "significantly" to establishing start-up companies and implementing "pioneering" projects, which provide "flexible" job opportunities, the Jordan News Agency, Petra, reported. 

The number of e-commerce parcels in 2023 constituted about 95 per cent of the total global postal consignments, the report showed.

"Remote" shopping contributed to enhancing business activity in sectors that support e-trading, mainly logistics, transport industries and the e-payment business.

The report revealed a "positive" pattern in the increase in the number of e-commerce parcels in various forms, with a "noticeable" increase in express trade.

According to the report, the most frequent incoming international e-commerce parcels were mainly clothing items, followed by accessories, then electronics products and finally nutritional supplements.

Meanwhile, the number of e-commerce parcels delivered from the Kingdom for 2023 amounted to some 100,000 packages, as demand increased for local products, especially garment items.

Kharaneh IV yields insights into early habitation, shell artefacts, ritual practices

AMMAN — Kharaneh IV is located some 60 kilometres east of the capital Amman in the Azraq Basin. A scholarly team studied structures at the site as structure 1 was exposed approximately 60 centimetres below modern surface in Area B. 

It is oval in plan, measuring 3.2 metres by 2.2 metres and consists of several distinct layers and the structure was placed into a shallow depression dug into the preceding occupation deposits, said Associate Professor Daniella Macdonald from the University of Tulsa, Oklahoma.

"A thin [2–3 cm], compact, dark reddish-brown clayey deposit represents the former floor of the structure. It is overlain by an organic-rich, black layer, containing abundant charcoal fragments that represent the residue of in situ burning," Macdonald said.

The professor added that burning also reddened the structure’s former floor, making its deposits notably different in colour and texture from the sediments surrounding the dwelling. 

The entire structure was covered in a brownish-orange, coarse sand largely devoid of artefacts. The three caches of ochre and marine shell produced over 1000 pierced shells, including species from both the Mediterranean and Red Seas, imported to the site over distances of 130 km and 270 km, respectively, the professor outlined. 

Macdonald noted that the almost sterile, orange sand covering the shell caches has only been found in association with the hut structures. 

"It does not occur in any other archaeological context, nor does it appear naturally in the immediate vicinity of the site, indicating it would have to have been brought in, perhaps to cover the dwellings and their associated features. In addition, large stones are not found naturally in any on-site deposits, so their presence in the hut structure suggests intentional placement," Macdonald said.

She added that radiocarbon samples obtained from EFAP’s deep sounding in Area B, where the hut floor was first recognised, provide a solid chronological context for Structure 1. 

Further examination of the macro- and micro-botanical remains taken from this layer is currently underway, but the types of charcoal documented in other contexts suggest it highly likely that this was probably constructed of locally-available vegetation. 

Shrub and tree charcoal from Chenopodiaceae sp. and tamarisk have been identified from associated contexts, the scholar explained, adding that the three concentrations of ochre and marine shells are particularly intriguing. 

"Together these produced as many pierced marine shells as found in the entirety of the remaining excavation areas. Pierced holes strongly suggest that these were pendants of some kind, either worn as necklaces, headdresses, sewn onto clothing or attached to other artefacts," the professor said. 

"Their import to the Azraq Basin over considerable distances suggests that they may have been considered valuable, potentially as symbolically important objects," Macdonald emphasised, noting that their concentration, orientation around the stone and association with lumps of ochre suggests that they were intentionally placed on top of the burnt remnants of the hut’s superstructure. 

If this were the case, the shells and ochre may represent a post-destruction or post-abandonment offering, and it is possible that the burning of the hut was deliberate. 

It is intriguing that Muheisen reported the location of the two human burials as being situated beneath the layer of the hut floor as both of the burials are adult males, one with moderate osteoarthritis, Macdonald said, adding that this individual was relatively complete and buried with two large stones over his head and another two over his legs. 

A second hut structure is also associated with human body parts:" It is tempting to link the deliberate placing of the shell and ochre caches and the hut burning with the interment of two human bodies beneath. However, only further excavation and discovery of further human remains at the site will allow us to fully test this hypothesis."

 Although only partially excavated, Structure 2 has a similar stratigraphic profile to Structure 1: It consists of a shallow, semicircular depression dug into existing cultural deposits. 

"This structure does not show evidence of burning like Structure 1. Notably, this hut also has sterile orange-brown sand in its uppermost levels. The complete dimensions of this structure remain unknown until it is fully excavated; however, it appears similar in size to Structure 1," Macdonald said, adding that a cache of gazelle and aurochsen horn cores was found on the edge of the structure.

Jordan, Egypt renew electric power exchange agreement

AMMAN — The National Electric Power Company (NEPCO) and the Egyptian Electricity Transmission Company (EETC) on Thursday renewed their electric power exchange agreement. 

The agreement, which extends from January 1 to December 31, is part of ongoing efforts to enhance energy cooperation between the two countries, the Jordan News Agency, Petra, reported.  

NEPCO General Manager Sofian Bataineh and EETC Chairperson Mona Rizk signed the agreement in the presence of Minister of Energy and Mineral Resources Saleh Kharabsheh.  

Kharabsheh highlighted the importance of the agreement in improving electricity reliability and advancing energy infrastructure between Jordan and Egypt. 

He noted that the collaboration serves as a "model" for regional power grid interconnection projects, which have been ongoing for 25 years.  

Both sides stressed that the contract underscores their shared commitment to advancing energy systems, supporting regional electrical integration, and ensuring the stability of power grids. 

They also highlighted the role of the agreement in promoting renewable energy use and ensuring continued coordination to enhance interconnection projects, including increasing the capacity of the existing electrical link. 

Feasibility studies for this upgrade are underway to support sustainable development and boost energy security in the two countries and the region, Petra added.  

Jordan and Egypt have been exchanging electric power via a submarine cable operating at 400 kilovolts since 1999. 

This 13-kilometre cable runs across the Gulf of Aqaba with a capacity of 500 megawatts. 

The connection is part of the Eight-Country Interconnection Project, which includes Jordan, Egypt, Iraq, Syria, Lebanon, Palestine, Libya and Turkey, according to Petra.

Jordan denounces New Orleans terrorist attack

AMMAN — The Foreign Ministry on Wednesday strongly condemned the terrorist attack that took place in the city of New Orleans, USA, resulting in numerous casualties and injuries.  

The ministry's spokesperson Sufian Qudah reiterated the Kingdom's solidarity with the government and people of the United States in this tragic incident, reiterating Jordan's rejection of all forms of violence and terrorism aimed at undermining security and stability.  

Qudah also extended heartfelt condolences and sympathies to the victims' families and wished a swift recovery for the injured.

A US citizen steered a pickup truck into a crowd of New Year revellers in New Orleans on Wednesday, killing at least 10 people and wounding more than 35, officials said according to AFP.

The FBI identified the attacker as Shamsud-Din Jabbar, a 42-year-old US citizen from Texas and army veteran.

He appeared to have been a real estate agent working in Houston and had served as an IT specialist in the military, the officials added as reported by AFP.

"The FBI is working to determine the subject's potential associations and affiliations with terrorist organisations," the FBI said in a statement, cited by AFP.

Police said the incident began around 3:15 am local time in the heart of the French Quarter, which was packed with people celebrating the start of 2025.

The suspect drove a white Ford F-150 electric pickup into a group of pedestrians, then exited and was killed in an exchange of gunfire with police, two of whom were wounded. 

Two homemade bombs were found and made safe, the FBI said, according to AFP.

The release follows a comprehensive review of the detainees' cases, ensuring that their release would not compromise public safety, according to an Interior Ministry statement. 

The ministry stressed that this action aims to facilitate the detainees' reintegration into society and enable them to resume their normal lives with their families, the Jordan News Agency, reported.

 

Crime detection rate reaches 88% in 2024, 3% higher than 2023

AMMAN — Head of the Amman Criminal Investigation Department (CID) Col. Ahmad Malkawi has said that the crime detection rate has reached approximately 88 per cent in 2024, marking an increase of 3 per cent compared to 2023. 

Crime rates also decreased by 4 per cent, which aligns with strategic objectives set by the CID, in coordination with other departments affiliated with the Public Security Directorate (PSD), the Jordan News Agency, Petra, reported on Thursday.  

Malkawi referred to the ongoing Royal support provided to the CID by His Majesty King Abdullah, the Supreme Commander of the Jordan Armed Forces-Arab Army. 

He added that this support includes equipping the department with the latest investigative tools and technologies to enhance its ability to prevent, detect and solve crimes, as well as arrest perpetrators and refer them to judicial authorities.  

He stressed that 2024 witnessed an increase in crime detection rates and a decrease in the number of normal crimes such as fraud, murder and theft. 

Malkawi said that in cases of theft, the detection rate reached 92 per cent, while the detection rate for murders was 99 per cent, adding that there were 86 murder cases recorded across the Kingdom in 2024.  

He highlighted a significant drop of over 50 per cent in car theft cases compared to previous years, with a detection rate of 87 per cent. 

He attributed this to stricter penalties for car theft, security campaigns, and the arrest of individuals involved in handling stolen vehicles.  

Regarding fraud, Malkawi said that it has two types: traditional fraud (e.g., fraudulent projects and scams among individuals) and cyber fraud, which requires big efforts since it is a relatively new kind of crimes. 

Financial cyber fraud has become increasingly prevalent due to technological advancements, including schemes such as fake promises of profit, and fundraising scams.

He pointed out that the PSD director instructed stakeholders to develop the Cybercrime Unit and inaugurated its new headquarters, to provide the best services to citizens. 

The unit has been equipped with a digital lab and staffed with specialists dedicated to handling cybercrime cases, Malkawi added.

 

Recent depression improves rainfall rates by up to 25% — JMD

AMMAN — Director of the Jordan Meteorological Department (JMD) Raed Al Khattab on Wednesday said that cumulative rainfall during the recent weather depression, which affected the Kingdom in the first quarter of “marbaniyeh” improved by rates ranging from 1 to 25 per cent of the annual seasonal average nationwide.

Marbaniyeh is the local name given to the 40 coldest days of winter.

Khattab noted that the rainfall during the depression was concentrated in the northern and central regions of the Kingdom, while some southwestern and parts of eastern regions also experienced rainfall, the Jordan News Agency, Petra, reported. 

The weather station in Salt, Balqa Governorate, recorded the highest rainfall during the first quarter of this winter, with 98 millimetres (mm), achieving 25 per cent of its annual seasonal average. 

It was followed by the station in Baqoura, Northern Jordan Valley, Irbid Governorate, which recorded 97.5mm, amounting to 19 per cent of its average. 

The station in Irbid came third with 86.5mm of rainfall, equivalent to 20 per cent of its annual average.  

Despite the cumulative rainfall recorded during the first quarter of marbaniyeh, Khattab mentioned that the season remains below the general averages for this time of year, except for the central Jordan Valley, which has achieved 43 per cent of its annual seasonal average.

 

Over 880,000 transactions processed by Government Service Centres in 2024

AMMAN — A total of 882,583 electronic transactions were completed through comprehensive government service centres across Jordan in 2024, Minister of Digital Economy and Entrepreneurship Sami Smeirat said on Wednesday.

Smeirat highlighted that these centres represent a transformative step in how citizens access government services, aligning with His Majesty King Abdullah’s directives to enhance the quality of life for Jordanians. 

By integrating multiple government services under one roof, these centres aim to streamline processes and improve accessibility, the Jordan News Agency, reported.

The first comprehensive government service centre was launched in Al Muqablin, with additional branches opened at Queen Alia International Airport, Irbid, and Tafilah. 

Trial operations were also conducted in Madaba, Ma'an, and Aqaba, further expanding the initiative's reach.

“These centres leverage innovative and advanced technologies to provide high-quality, efficient services tailored to the needs of various citizen groups,” Smeirat said.

He added that the initiative also prioritises customer satisfaction by offering services through multiple channels, ensuring accessibility anytime and anywhere.

Smeirat also said that the centres aim to simplify service delivery while enhancing citizens' experiences and satisfaction levels, reflecting the ministry’s commitment to modernizing government services.

 

Man sentenced to 8 years for attempting to murder sister

AMMAN — The Court of Cassation has upheld a December Criminal Court ruling, sentencing a man to eight years in prison after convicting him of attempting to murder his sister in September 2023.

The Criminal Court declared the defendant guilty of attempted murder on September 12 and handed him a 12-year prison term.

However, the court decided to reduce the sentence to eight years because the victim dropped charges against her brother.

Court papers said the victim and the defendant were at their family’s home when an argument ensued.

"The defendant grabbed a kitchen knife and stabbed the victim once in the back," court documents said.

The victim was rushed to a nearby hospital and survived the stabbing incident due to medical intervention.

The defendant did not contest his verdict at a higher court

The Criminal Court’s attorney general asked the higher court to uphold the eight-year sentence.

The higher court ruled that the Criminal Court proceedings were accurate and that the defendant was given the appropriate punishment.

The Cassation Court tribunal comprised judges Mahmoud Ebtoush, Hammad Ghzawi, Mahmoud Shreiri, Nayef Samarat, and Mohamad Khashashneh.
