Finance minister issues order concerning delay in 2022 draft state budget

AMMAN — Finance Minister Mohamad Al-Ississ on Sunday issued finance order No. 2 for February 2022 directed at ministries and public departments. The order was issued due to a delay in endorsing the 2022 draft state budget and the 2022 draft budgets of independent public institutions.
The Finance Ministry said that according to Article 113 of the Constitution and Article 14 of Law No. 13 of 2021, which concerns the organisation of the 2021 draft state budget and the 2022 draft budgets of independent public institutions, if the endorsing of the two bills takes longer than the start of a new fiscal year, expenditures are made under general and special finance orders.
This is done at a rate of 1/12 from the allocations of the 2021 fiscal year to cover current expenditures. Pledging for capital expenditures until the endorsing of the 2022 state budget law also occurs. The Finance Ministry called on other ministries and public departments to provide it with financial transfers for the current expenditure items for February and financial transfers for items that should be paid during February, the Jordan News Agency, Petra, reported.
