Cabinet endorses draft by-laws on vocational, technical skills commission

AMMAN — The Cabinet on Tuesday approved draft by-laws related to the organisational and administrative structure of the Vocational and Technical Skills Development Commission (VTSDC).
Affiliated with the Ministry of Labour, the VTSDC was established in 2019 in accordance with the National Strategy for Human Resource Development, the Jordan News Agency, Petra, reported.
Minister of Labour Nidal Bataineh, head of the VTSDC, said that the commission, which is the legal successor of the Training and Employment Fund, aims to regulate and license all aspects of vocational and technical education and training, including the training and education providers, curriculum and trainers, according to specific criteria.
Bataineh noted that the newly endorsed by-laws covered items related to the commission's organisational and administrative structure, including partnership with the private sector, regulating relations with donors and assessing performance, as well as accreditation, quality assurance and funding for projects designated to counter employment, among other financial aspects.
The minister added that the Cabinet earlier endorsed the three by-laws related to the VTSDC, namely the by-law dealing with accrediting, regulating and assessing the performance of training providers, the by-law addressing standards of equivalence for qualifications and documents issued by international accreditation bodies and the bylaw related to classification standards for trainers and supervisors.
The newly endorsed draft by-laws will contribute to the optimum implementation of the VTSDC law, which was designed to address the absence of a single umbrella entity to supervise the field of vocational and technical education, as well as to build partnerships with the private sector in this “promising arena”, he added.
